Burst Media used to offer CPM ads for email newsletter, but the caveat was that they control the subscription and it has to be double opt-in. They wanted to be sure that the list is clean and those listed actually want to receive the emails. However, they stopped the service possibly due to lack of interest among advertisers.
Most of the ad networks that allow ads to be placed in email newsletters are CPA ads, not CPM. Commission Junction allows the placing of ads in emails, but they pay by CPA.
